The state of New Jersey Board of Public Utilities oversees the NJ Clean Energy Program (NJCEP) and has continued to evolve to meet the ever-critical need to decarbonize the NJ energy system and improve energy efficiency. Through these programmatic iterations, Sustainable Jersey has developed tools and provided expert support to municipalities and school districts to leverage these NJCEP incentive programs. Sustainable Jersey also certifies municipalities and school districts on a multitude of different sustainability actions.


After receiving a crash course in the NJCEP programs from Sustainable Jersey, Sarah Murphy's first step was to evaluate client needs and expectations. She began by visiting each one of the 26 physical buildings between her client portfolios and verifying their natural gas and electric meter numbers. With this, she matched each building accurately to their utility bills and input over 800 rows of historic usage data into spreadsheets for each client. This decision allowed for the ease of analysis and data upload into their Energy Star Portfolio Manager accounts.

After this crucial data collection exercise, Murphy assessed the utility usage data and considered her clients’ respective needs compared to the available programs. Each client opted for the direct install (DI) program, with incentives of up to 80% on energy efficiency upgrades. DI incentives also apply toward the cost of labor without the long-term timeline of more heavily-engineered program options. Murphy connected with a DI contractor who was able to quickly schedule walkthrough assessments to itemize eligible equipment replacements.

Potential Impact

Once the DI statements of work are executed, Murphy's work is estimated to save 728 metrics tons of CO2e emissions and over $183,000 in annual energy savings across all three clients. For school districts further along in their efficiency investments, Murphy helped them identify a path toward solar power and EV charging infrastructure grants.
